EMPOWERMENT FUND

1.
QUALIFYING CRITERIA
1.1.
Eligible Entities

To be eligible for Empowerment Fund, small business enterprises must
satisfy all the qualifying requirements as set out below: –
1.1.1. Must be a South African citizen residing and operating business in the North West Province.
1.1.2. Be incorporated and registered in South Africa in terms of the Co-operatives Act No. 14 of 2005 and Company Act 71 of 2008 as amended.
1.1.3. Adherence to relevant legislative framework as outlined in the policy.
1.1.4. Preference will be given to businesses owned by historically disadvantaged individuals (HDIs).
1.1.5. Must have a secured business operational site.
1.1.6. Must be for intended business use.
1.1.7. Must be willing to enter into agreement with the Department.
1.1.8. Business must be operational for at least 12 months (Start-ups) and 24 months (Existing).
1.1.9. Proof of having attended any business-related training for both start-ups and existing businesses.
1.1.10. Shareholders must be operationally involved in the business;

2.2. Eligible Business Activities
2.1.1. Application for production equipment and machinery (related fittings and fixtures such as 3-phase electricity and borehole) not exceeding R 200 000.00 for existing businesses and R100 000.00 for start-ups including vat, transport, installation, and technical training costs.

2.3. Non-Eligible Activities
The following activities are not eligible for funding
2.3.1. Beneficiaries of similar interventions from other organs of the state.
2.3.2. Beneficiaries that were assisted within the period of 5 years their applications will not be considered.
2.3.3. Costs associated with tendering and tendering documentation;
2.3.4. Liquor related activities;
2.3.5. Gambling-related activities;
2.3.6. Cost of acquiring buildings including renovations;
2.3.7. Cost of a building of office structures and factories;
2.3.8. Primary Agriculture;
2.3.9. Operational costs (working capital, consumables, stock, repairs);
2.3.10. Firearms, ammunition and other related security tools;
2.3.11. Purchasing of vehicles

3. APPLICATION INFORMATION REQUIRED
To apply for the Empowerment Fund grant, the applicant must submit the
following documents:
3.1. Application Form
3.2. Covering / Application Letter
3.3. Business Profile
3.4. Copy of the CIPC Registration Certificate (CK1/CK2/CM29/CM49)

3.5. Copy of the SARS Tax Pin (Clearance Certificate)
3.6. Copy of the BBBEE Certificate/Affidavit
3.7. Copy of Identity Documents for Directors
3.8. Quotation/s for Intervention – Quotation which will only serve as a guide for specification and costing.
3.9. Copy of the Lease Agreement/ Proof of Ownership – if leasing and operating your business from a residential place, attach written consent from the landlord.
3.10. Proof of Market (copy of supply contract, sales/cash receipts/invoice)
3.11. Proof of annual return submission for Private Companies.
3.12. Letter of Attorney for Cooperatives and Private Companies / signed and approved minutes (Resolution).
3.13. Confirmation of Business Account plus 12 months bank statement.
3.14. Proof of business training attended in a form of a certificate.
